There have been some enquiries concerning Critter Quitters and how much flashing can be left before you have to change the flashing.
If you have at least 1 inch of flashing left at the base all the way around the vent, a Critter Quitter will generally stop the leak. Critter Quitters stop rain water from entering the gap between the damaged flashing and the outside of the vent. But if its chewed all the way down to the roof line, then water from the roof itself will enter as it flows off, and a Critter Quitter cannot stop that. So if you have some flashing left, a Critter Quitter can help, if not, change the flashing and put on some Critter Quitters to protect them in the future.
